Who does this at volume
- Principals and prequalification teams. An EA reference on a tender response is checked once, at tender. 45.7% of this register is no longer in effect — the check has to be repeated, not filed.
- Waste producers. ERA 57 (Regulated Waste Transport) and ERA 62 (Resource recovery and transfer facility) are the authorities behind the duty of care: handing regulated waste to someone whose authority has lapsed is the producer's problem too.
- Lenders, insurers and acquirers, for whom a surrendered authority with outstanding rehabilitation obligations is a liability that survives the permit.
